DESCRIPTION

Responsible for the management, co-ordination and delivery of all workstreams associated with the delivery of projects within the specialised SP Energy Networks  Real Time Systems (RTS) arena, which will include financial, technical and business functions, the SCADA TP Manager will establish and lead multi-disciplined, specialised project teams, including staff, expert consultants and specialised contractors, such that all team members understand the importance of their contributions and feel an integral part of the team.

Ensuring that any changes to the Critical National Infrastructure are subject to detailed technical scrutiny to minimise disruption to SP Energy Networks 24 hour, 365 day Control Centre operations, the SCADA TP Manager will require a high degree of technical understanding.   


ACCOUNTABILITIES

 
  • Manage and co-ordinate all activities being delivered by the team from specification to delivery into the support phase with significant focus on cost control and delivery within the required time-frame.
  • Ensure all technical designs are consistent with the SP Energy Networks RTS and global strategies, while being mindful of any leading edge technologies that may impact on the longevity of the proposed solution. 
  • Provide sound engineering and robust financial reasons for the introduction of any software or hardware solution.   
  • Interface with Procurement to ensure all contracts are established with due consideration to the policies that are in place at the time.
  • Liaise with other support organisations to ensure that a co-ordinated approach is taken for all tasks that may affect the successful delivery of the work programme.
  • Provide support to other members of the team with project planning and delivery.
  • Co-ordinate workstream plans ensuring risks, actions, issues and decisions are recorded accordingly.
  • Ensure that each workstream lead adopts a programme management approach to ensure related projects are co-ordinated in an effective and efficient manner.
  • Communicate with users, affected parties and Steering Groups or equivalent project boards
  • Arrange for the involvement of the most appropriate technical specialists at the right point on projects to ensure limited resources can be shared most effectively between all project activities and other projects.
  • Participate in the recruitment of appropriate contractors and consultants and ensure that they are deployed effectively.
  • Ensure engagement of all team members and manage performance accordingly.
  • Manage any contract variations in such a way that maximum value is achieved.
  • Provide expert input to the future direction of SP Energy Networks Critical National Infrastructure, drawing on own knowledge and experience and that of the Senior SCADA Specialists and Senior SCADA Engineers within the RTS team.
  • Maintain a solid working knowledge of core SCADA skill sets including RTU communications protocols (both industry legacy and industry standard including IEC-60870 and IEC-61850), core telecommunications technologies from central SCADA systems to substation RTUs and also modern IT telecoms covering switches, routers, firewalls, DMZs, proxy servers and cyber security defensive technologies.
  • Ensure that projects take cognisance of related activities across the Iberdrola group through interaction and liaison with equivalent specialist teams in other countries.

SKILLS, KNOWLEDGE AND EXPERIENCE

  • Experience of delivering significant projects in the Real Time Systems area, ideally having led a multi-disciplined team.
  • Experience of dealing with specialised Suppliers, Contractors and Consultants and administering related contracts.
  • Experience in a relevant Project Management role in a Distribution Network Operator (DNO).
  • Working knowledge of SP Energy Networks policies, procedures and working practices.
  • Knowledge of network and business data and network management systems.
  • Good awareness of the work carried out at SP Energy Networks control centres.
  • Good working knowledge of the SCADA estate deployed at these control centres and at the substations.
  • Experience and knowledge of Remote Terminal Units, RTU protocols, diverse communications techniques, communications technology (including microwave, radio, copper and fibre), redundant and high availability central SCADA/EMS or DMS.
  • Ability to devise solutions to complex problems/challenges covering all elements of the process from Control Centres to substation equipment and customer’s electricity supply.
  • Good understanding of the power network at all voltage levels from Transmission through to Low Voltage (LV) covering power station to plug.
  • Awareness of advanced network applications as used in modern SCADA systems, including Contingency Analysis, Load Flow, State Estimation and other PNA tools.
  • Depth of knowledge of the data elements needed to ensure the accuracy and integrity of a core SCADA system and the functioning of the advanced applications.
  • Able to meaningfully engage with and draw on a range of engineering experts covering Control Room, Design, Planning and post-event analysis.
  • Developed customer service skills.
  • Experience of business case development for specialised multi-million pound investments including scenario development.
  • Focus on delivery on time and within budget.
  • Ability to influence upper management, peers and team members.

MINIMUM CRITERIA
  • Engineering qualification BSc/BEng (or HND/HNC with significant relevant experience).
  • IT systems appreciation.
  • Detailed understanding of SP Energy Networks’ Central SCADA systems, RTU estate and communications infrastructure.
  • Experience in a relevant Project Management role in a DNO.
  • Requirement to travel frequently within ScottishPower territory (North & South) and occasionally other locations as required.
